Justin Fleming (b. 1950) has spent more than 35 years in the travel industry and was founder of a successful tour operation, also serving as a President of ABTA.

Justin’s first job in the travel industry was a season’s repping in Lloret de Mar in 1969. He then set up his own car sales company and spent several years in retail management before joining Hove Travel Agency in 1976, where he worked for 10 years and became General Manager. Justin then started his own tour operation specialising in Tunisia, and purchased Panorama Holidays in 1988. The business was at that time carrying 10,000 passengers, which by the end of the 1990s had grown to 170,000 following expansion into Ireland where Panorama had become the third largest operator and biggest ski company. By this time, the business had an annual turnover in excess of £65m, and was the 16th largest ATOL holder. Its dominance in Tunisia included having a 50% market share.

In 1999, Panorama was purchased by Airtours and Justin stayed on for the next two years, acquiring Manos Holidays and integrating it into Panorama’s Brighton offices. He moved on in 2001 when carryings had exceeded 300,000, and served as Chairman of Holiday Places Group Ltd from 2001–2003. Since then he has been a non-executive director and major shareholder in the leading independent luxury holiday company Classic Collection Holidays Ltd.

Justin served as a member of the Board of Directors with ABTA culminating in a tenure as President from 2006–2010. He also served at various levels in the Association of Independent Tour Operators, the Tour Operators’ Study Group and the Federation of Tour Operators. He was awarded the Jasmin D’or for services to tourism to Tunisia in 1998, and received the Cross of Isobella de la Catolica for services to tourism to Spain in 2008.

Justin was honoured by the British Travel & Hospitality Hall of Fame in 2010.
